Troyes
Can I buy dice from several players, use only bought dice, or buy when I already own that colour?
The rulebook lets a group draw from one or more districts and sets only the price.

Yes to all three. A group can be any mix of your own, other players' and neutral dice of one colour, including only bought dice and a single die alone. There is no per-player limit, and having dice of the colour yourself doesn't stop you buying.
