When can a Special Assignment card's text be used, based on its icon?

A wand icon works only when the Magician is presenting, not backstage preparing. An action icon works only for that action, and a question-mark icon works for any action at that Location. The Perform text applies only if the Magician is assigned to it; assigning another Character gives just the +1 AP.
