Publisher staff ruled on the 'not already there' wording, and several threads agree.

No. A component can only be ordered when it is neither in the Market Row nor already in the Order area, even if an earlier order is going to replace it next turn. The same applies to a component sitting in the Quick Order slot, under the strict reading, which the publisher's staff favored. If you want it, buy it now or Quick Order a different component first so this one leaves the Market Row.
