With Magician Powers, normal shard scoring is off, and Horror Saws gives 1 Fame per unspent shard (shards on Power slots are assumed to count as unspent). Without Magician Powers, Horror Saws scores on top of the normal shard scoring. Shard scoring is capped at 20 Fame.
