Can one Dark Alley draw take Special Assignment cards from two different decks?
No. One draw action takes two cards from a single deck, you keep one and put the other on the bottom of that deck. A later draw action is a separate action and may use another deck. When you take several draws at once, you may draw all the cards together and keep exactly half of the cards from each deck.
