The first card-draw action costs 1 AP (and only once per Character); every further draw action costs 2 AP (the '2+' on the board), so taking two cards costs 3 AP in total. This is the same whichever Location's deck you draw from. The '2+' does not refer to other players. Each Location has its own deck.
