When are Assignment cards revealed and can you choose where to put each Character?
The rulebook says cards are revealed together before placement.

All Assignment cards are revealed together once everyone has planned, then Characters are placed in Initiative order. A Character can go to any free slot of its Location (the best slot is not forced, and you may choose not to place it at all).
