How often can you Learn a Secret, and when can you Discover New Secrets?

Once per Character placed in the Academy, so two Characters sent there can each learn one. Discover New Secrets is possible only after at least one Learn Secret action has been taken this turn, so you cannot swap the offer for fresh ones; the page 10 wording is a typo for this. Secrets refill each turn at cleanup.
