Why are there 15 people's demand tiles when only 12 are used?
The rulebook has you remove three at random; the reason comes from agreeing players.

Three are removed unseen at setup so that, even late in the game, players cannot be sure exactly which demands remain. With only 12 tiles the last ones would be predictable.
