Are the two Senate bonus tiles awarded even if nobody has any votes?
Players agree and the tiebreak order applies; the rulebook does not mention the zero-vote case.

Yes. Both Senate bonus tiles are given every quarter, with ties resolved by track position and then disc stack order. With no votes, the disc on top of the stack takes the yellow tile and the next one takes the gray. The rulebook does not address this case directly.
