Why does the box contain 24 +2 markers when far fewer can ever be used?

Only as many +2 markers can enter play as there are Trajan tiles giving one, so the rest are spare. The publisher explained that the prototype marked +2 on the main board and needed a set in each player colour; the markers later moved to the player mats, but the count was never reduced.
