Can I hold several Trajan tiles of the same type, and do duplicates all count?
Several players agree and nothing in the rules prohibits duplicates.

Yes after setup. Duplicates are allowed and each demand tile covers a separate demand. The only restriction is the one-per-category limit when you pick the first three.
