Is an empty commodity discard pile refilled during the game, or only at setup?
The rulebook wording supports a game-long refill and most players agree, though a few read it as setup-only.

Yes, throughout the game: whenever a discard pile is empty (for instance after someone takes its last card), it is refilled from the top of the face-down pile, so there are always two discard piles. A few players read the refill rule as setup-only, but the 'whenever' wording applies it all game, and one player reports Stefan Feld teaching it that way.
