What happens if the commodity draw pile runs out?

The rules never mention reshuffling, so most players do not reshuffle. Draws from the face-down pile cannot happen; the discard-pile options remain. Players differ on whether you still do the rest of an action whose draw fails (for example laying down cards without refilling). Some groups reshuffle the discards as a house rule. In practice it rarely happens.
