Can you use either rowboat to reach either ship?
The rulebook says rowboats are adjoining and Black Powder blocks the ship.

No. Each rowboat adjoins one ship, and you can only enter a ship from its own rowboat. If that rowboat is destroyed, only Letter of Marque or Atlantis gets you there.
