Which ranks can the Mah Jong wish name, and is a wish mandatory?
The rulebook says the player is allowed to wish for a rank but not a special card.

A wish names an ordinary rank, 2 through Ace, never a suit or a special card such as the Dragon. Making a wish is optional: you may play the Mah Jong with no wish, including inside a straight.
