Can the Phoenix stand in for the Mah Jong, the Dragon or the Dog?
Many posts agree and it fits the rulebook's 'any normal card'; not stated about each card.

No. It substitutes only for normal cards from 2 to Ace, never for another special card, and so it cannot be a 1 or make a pair with the Mah Jong. It cannot be played on top of the Dragon either.
