Can the Dragon be played on a pair, straight or other combination, or in a straight?
The rulebook says the Dragon is the highest single, only beaten by a bomb, and not part of a sequence.

No. The Dragon is only the highest single card; it cannot be part of any combination and cannot answer a lead of anything but a single. It can be led alone like any single and can be beaten only by a bomb.
