The rulebook's FAQ says the situation is rare and gives this tiebreak: bombs go before ordinary plays, and multiple bombs are resolved in order of play, starting with the player next after the last non-bomb play. Many groups instead give the player who calls first priority; neither is a hard rule, so agree on one beforehand. Equal bombs cannot beat each other.
