How long must I wait before bombing, and can I bomb after someone has started to play?
The rulebook FAQ says reaction speed shouldn't give an advantage and players may ask others to wait; the rest is player practice.

There is no fixed time. A short pause after each play is courtesy so everyone can bomb, and you shouldn't race to bomb ahead of a player who is already playing. Most replies say a bomb must come without delay, not after you watch what the next player does. A player who wants more time can ask the table to wait.
