Can I start a trick by leading a bomb, or play two bombs in a row?
The rulebook says a player can lead a bomb and that higher bombs beat lower ones.

Yes to both. A bomb may be led as the opening play of a new trick, and others must then pass or beat it with a higher bomb. You may also play a higher bomb on your own bomb, though a lower one cannot go on a higher one.
