Can an Ace be used low in a straight (A-2-3-4-5), or can a straight wrap around?
Consistent across posts and with the card ranking, but the rulebook never says so in words.

No — the Ace is only ever high, so it can end a run such as 10-J-Q-K-A but never start one, and runs do not wrap from Ace to 2. The low 1 in a straight can only be the Mah Jong, and the Phoenix cannot stand in for it.
