After a War or successful Aggression the victor usually chooses what is lost (for example which Building a Raid destroys), except for population loss, where the vanquished decides which yellow tokens go. The victor cannot gain more than the vanquished lost. For events such as Border Conflict, the player losing the building chooses it.
