Yes, playing the Technology cards has no limit. A building only works for each worker on it, so you still need a Civil Action and the resources to move a worker onto the card, and the staffed count per type is capped by your Government. For Bread and Circuses or Drama the worker is what gives you happy faces, strength or culture.
