Can I take a Technology I already hold, or two of the same type and level?
The rulebook states this directly.

No. You cannot take a Technology card with the same name as one in your hand or in play, so you cannot grab one just to block an opponent. A colour or type you already own is fine if the name differs, and Action cards, unlike technologies, may be held in duplicate.
