A Revolution must be your first and only Civil Action and uses up all your Civil Actions, with the cheaper Science cost. A peaceful change costs 1 Civil Action but the higher Science cost. Neither ends your turn: your Military Actions and production and maintenance happen normally. An Action card such as Breakthrough can provide the government play, but a Revolution still needs every Civil Action unspent.
