With Newton, you must still have all Civil Actions unused to declare a Revolution, and afterwards you have 1 unused Civil Action because the card returns one. Robespierre swaps the roles: you need all Military Actions unused, the Revolution uses them, and you keep the same number of used Civil Actions as before. A Robespierre Revolution must also come first in your turn, so earlier military actions rule it out.
