Can I use extra actions gained after a Revolution this turn?

Generally no. After a Revolution all Civil Actions are marked as used, and the new government's extra Civil Actions do not become available until next turn. Exceptions raised in the forum: a Newton-type refund, Ocean Liner Service population growth (which costs no Civil Action), and one relayed designer answer allowing extra Military Actions from Patriotism or a blue tech.
