Can I declare a Revolution if an event or other effect took some of my Civil Actions this turn?

No. A Revolution needs all your Civil Actions unused, so actions lost for the turn block it. Permanent losses before your action phase, such as a cancelled pact or a lost Wonder or technology, leave the Revolution possible because you still hold your full (reduced) count.
