In the last round, can I declare Wars or play Aggressions?
The rulebook states this directly.

Declaring a War is pointless, since you won't get another turn to resolve it. Aggressions are still legal, and Wars declared in the previous round are resolved, with the stronger side winning because nobody can add strength. Units cannot be sacrificed in battle on the last turn, but you can still decommission units into culture-producing buildings.
