The rulebook states this directly.

You may announce the fall of your civilization and leave; your score no longer counts and everyone remaining finishes ahead of you. The rulebook says to do this at the beginning of your turn, but the designer issued an errata: leaving is a political action, taken after the Card Row is replenished. You may leave even if someone has declared War on you; that War card is discarded without effect. The Card Row front-removal count then uses the players left.
