Impact of Happiness scores at most 16 culture and subtracts for a discontent worker still in a building (for example 4 happiness and one discontent worker gives 8 - 2). Impact of Technology gives 4 culture per Level III technology card, not buildings. Impact of Competition gives 1 per level of each military unit and arena.
