You have one discontent worker for every happy face your Yellow Bank section needs and you lack. Discontent workers are still unused workers and can be placed on buildings; an uprising only happens at production if you have more discontent workers than unused workers. During an uprising you skip production and maintenance, score nothing and draw no military cards.
