When can my hand exceed the civil card limit?
Only when the limit drops after you have the cards, for example when a Leader such as Hammurabi is lost, a War takes a technology that gave Civil Actions, or a government change lowers the count. You keep the extra cards and cannot take more until you fall below the limit.
