Through the Ages: A Story of Civilization

Do I have to keep my civil cards hidden, or can they be played face up?
The rulebook does not say. Military cards are normally kept hidden. For civil cards it is a table preference: some groups keep the whole hand hidden, others play civil cards face up because the information can be tracked anyway and it speeds the game up. Agree on it before you start.
