Remove cards from the first 3 positions in a 2-player game, the first 2 in a 3-player game and only the first position in a 4-player game. If a listed position is already empty because someone took the card, you do not remove a card from elsewhere. Removed cards go back to the box, then the row slides left and empty right-hand spots are refilled from the Civil Deck.
