An Air Force is an extra unit in an Army and doubles that Army's Tactics bonus. Each Army can take only one Air Force, so two Air Forces need two Armies. When sacrificing, the Air Force doubles the bonus only if you sacrifice its Army too. Napoleon adds the bonus of your best Army, which includes the Air Force doubling.
