When does Age I begin and what happens to leftover Age A cards?

Age I starts on the starting player's second turn. On that turn the empty Card Row spots are filled from Civil Deck A; every later refill uses Civil Deck I, and any Civil Deck A cards left over go back to the box. Players can take Age I military cards from that point.
