When exactly does a theory or conference phase happen as the Earth board rotates?
The designer or publisher answered this directly on BGG.
The phase triggers during the rotation, the moment the Earth board reaches the icon (the designer says "to, not through" it); the board stops there, the phase is performed, and rotation then continues. The icon sits on the edge of its sector, so pawns still in that sector take their turns before the board rotates onto it. The designer pointed to the page 13 example in the rulebook.
