How do I tell who is farthest back, and how far apart can pawns be?

The arrow on the Earth board points at the sector holding the farthest-back pawn; within a shared sector, the pawn that arrived last sits in front, so the earlier arrival is farther back and acts first. The designer says you should never be more than 5 sectors behind another player; if it looks like more, a rule is being misapplied.
