Does the Earth board turn one sector per turn, or until it reaches the player furthest back?
The rulebook states this plainly.

It turns clockwise until the arrow reaches the sector holding the farthest-back pawn, pausing for conference and theory phases on the way. It is not a fixed one sector per turn.
