When does a dormant dragon wake up?

After you finish moving for the turn, once a playing piece has stopped on a terrain tile with that dragon, per one forum reply. A terrain tile means one of the map's large tiles, not the starting tile. The rulebook only says the dragon wakes when an Explorer is moved onto its tile.
