Should unused Agents' starting cards be shuffled into the Huge Deck?

No. Only the 49 non-starting cards form the Huge Deck; starting cards stay with their own Agent, and an unused Agent's cards go back in the box. Forum players note that solo play with several Agents is the one case where starting cards are pooled.
