Can you LOOP a Dimension you hold no card of, or the Black Hole Dimension?

No to both. A LOOP readies the cards in your Hand that share one chosen elementary Dimension (Spiral, Star or Stripe), so you need at least one card of it; Black Hole can never be chosen.
