Is there a Foo phase on the very first turn, and can a Vortex happen then?
The rulebook states this directly, and forum posts agree.

Yes to both. The first player's turn starts with the normal Foo phase: generate Duplicates, make a card available, reveal a Foo card and drop Rifts. A Vortex can already occur then, and that Era's cubes are cleared as usual.
