Can Artifact cards appear in an Era that is a Vortex?
The rulebook's Vortex section states this directly, and forum posts agree.

No. A Vortex destroys the Artifacts available on that Era, and any card that would be made available there later is destroyed instead (after its effects resolve if it came from a card ability). By contrast, archiving a Sabotage tile does not affect available cards, and Eras with completed Missions still receive new cards.
