How are ties on boots resolved for turn order?
The designer confirmed it with an example, and the rulebook says ties keep order.

Tied players keep their existing order relative to each other. A player who beats everyone moves to the front, and everyone else keeps their previous order: with A, B, C and C having the most boots, the order becomes C, A, B.
