How do the draw-four-tiles cards (Cat Call, Cat Whistle) work?
The designer said they are drawn and placed one at a time and count tiles, not cats.

Draw four tiles one at a time and place each into either field as you choose, including all four in one field. Rare treasure and Oshax tiles go to their normal areas and are not redrawn. The cats do not go onto your boat, so other players can take them.
