When can I play an Anytime card that draws cards during the draft?
The designer ruled on this several times between 2020 and 2021.

Only after you have chosen and paid for all the cards you are keeping from that draft. Cards you have not yet paid for are not in your hand. An Anytime card kept in an earlier round can be played once you have chosen but before paying, if you wish.
