The rulebook says to decide where JARVIS sits and treat him like any other crew member.

You decide where JARVIS sits, and since each mission is a new game the seat can be chosen again every time (one poster says the commander decides). Some groups keep one fixed seat; both are fine. Task picking then follows the normal clockwise order with JARVIS in his seat.
